Quick answer
UAE businesses with revenue below AED 50 million are in Phase 2 of e-invoicing. They must appoint a Ministry of Finance accredited service provider by 31 March 2027 and issue and receive in-scope B2B and B2G invoices electronically from 1 July 2027. B2C sales are excluded. A realistic SME plan starts with cleaning customer data in late 2026, choosing software and an ASP in early 2027 and testing before June.
Key takeaways
- Phase 2 covers businesses below AED 50 million in revenue: appoint an ASP by 31 March 2027, go live on 1 July 2027.
- Only B2B and B2G invoices and credit notes are in scope; B2C sales are excluded until further notice.
- Businesses that are not VAT-registered but make B2B sales need an FTA TIN.
- Most SMEs can use accounting software with e-invoicing built in, or an ASP portal, rather than a costly ERP project.
- Late implementation costs AED 5,000 plus AED 5,000 a month, capped at AED 50,000 in 12 months.
Much of the 2026 coverage of UAE e-invoicing focused on large companies, whose deadline to appoint a provider was 30 October 2026. For the tens of thousands of SMEs below the AED 50 million line, the dates are later, but the work is the same in kind. Starting early is the cheapest option because providers and implementers will be busy in the first half of 2027.
Which Phase Is Your Business In?
| Group | Appoint an ASP by | Go live |
|---|---|---|
| Revenue of AED 50 million or more | 30 October 2026 | 1 January 2027 |
| Revenue below AED 50 million | 31 March 2027 | 1 July 2027 |
| Government entities | 31 March 2027 | 1 October 2027 |
Revenue is based on your most recent financial period under Ministerial Decision 244 of 2025. Businesses can also join voluntarily, which has been possible since 1 July 2026. Full dates are in our deadlines guide.
What Actually Changes for a Small Business?
- B2B and B2G invoices and credit notes stop being PDFs or paper and become structured e-invoices sent through your ASP.
- You also receive supplier invoices through your ASP, so accounts payable changes too.
- Customer data must be accurate: legal names, TRNs and structured addresses.
- Your ASP reports tax data to the FTA as invoices are exchanged.
What does not change: B2C sales to consumers are outside the system for now, and your VAT return obligations continue as before. See what is out of scope.
Do Businesses That Are Not VAT-Registered Need E-Invoicing?
If they make in-scope B2B or B2G transactions, yes. The FTA guidance says businesses not required to register for VAT or corporate tax must still register with the FTA to obtain a Tax Identification Number (TIN) for e-invoicing. This catches many small service companies and start-ups that assumed they were exempt.
What Is the Simplest Setup for an SME?
- Accounting software with built-in e-invoicing: if your software (Zoho Books, QuickBooks, Xero, Tally, Odoo or similar) offers UAE e-invoicing through an accredited partner, this is usually the least effort.
- An ASP portal: create or upload invoices directly in an accredited provider's portal. Good for low volumes; watch for double entry.
- A connector or small integration: for custom billing systems or online stores. Read Shopify and UAE e-invoicing if you sell online.
What Is a Month-by-Month Plan to 1 July 2027?
| When | What to do |
|---|---|
| November to December 2026 | Confirm your phase; list B2B and B2G customers; clean TRNs and addresses; get an FTA TIN if needed |
| January 2027 | Check what your accounting software offers; get two or three ASP quotes |
| February 2027 | Choose and appoint your ASP (deadline 31 March); agree onboarding dates |
| March to April 2027 | Set up the connection; map invoice types and tax codes |
| May 2027 | Test real scenarios, including credit notes; train staff |
| June 2027 | Run in parallel with a few friendly customers; fix errors |
| 1 July 2027 | Go live for all in-scope invoices |
How Much Will It Cost an SME?
For a small business on cloud accounting software, published vendor figures suggest a year-one total in the low thousands of dirhams, mostly ASP fees and some set-up help. Costs rise with custom systems and multiple entities. See our cost guide for a worked budget.
What Happens If You Miss the Deadline?
Under the Cabinet Decision on e-invoicing penalties announced on 30 October 2026, failing to meet implementation obligations costs AED 5,000, then AED 5,000 for each further month or part of a month, capped at AED 50,000 in any 12 consecutive months. The bigger risk is commercial: large customers already on e-invoicing will expect to receive your invoices through the network.
