Quick answer
A Shopify store selling only to consumers does not need UAE e-invoicing yet, because business-to-consumer (B2C) transactions are excluded until the Ministry of Finance decides otherwise. Any B2B or B2G sale is in scope: Shopify B2B company orders, wholesale draft orders and invoices to companies must become PINT AE e-invoices sent through an Accredited Service Provider (ASP) within 14 days.
Key takeaways
- UAE e-invoicing applies per transaction: consumer orders are excluded for now, but sales to businesses and government are in scope.
- Your phase depends on total revenue, including B2C sales, measured against the AED 50 million threshold.
- Shopify is not an e-invoicing system; the invoice of record is usually created in your accounting platform or ERP and transmitted by an ASP.
- Capture the buyer's legal name, TRN and address at checkout or account approval, or your ASP cannot route a valid e-invoice.
- Refunds and returns on B2B orders need e-credit notes, so plan the reverse flow as well as the sale.
Most Shopify merchants in the UAE hear "e-invoicing" and assume it either applies to every order or to none. Neither is right. The UAE mandate is decided transaction by transaction, so the same store can have checkout orders that are out of scope and wholesale orders that are firmly in.
That split matters because Shopify was built for consumer checkout, not for structured tax invoices exchanged between businesses. If you sell to trade customers, resellers, hotels, clinics or government buyers, you need a path from a Shopify order to a compliant e-invoice, and you need the buyer's data captured before the order is placed.
This guide covers which Shopify orders are in scope, how the data has to flow, what to collect at checkout and the practical setups that work, as of October 2026.
Does a Shopify Store Need UAE E-Invoicing?
Only for its business-to-business (B2B) and business-to-government (B2G) sales. Business-to-consumer (B2C) transactions are excluded from the UAE e-invoicing system until the Minister decides otherwise, so a purely consumer store has nothing to transmit today.
The legal basis is Ministerial Decisions 243 and 244 of 2025. According to KPMG's summary, the system applies to every business in the UAE conducting B2B and/or B2G transactions, regardless of VAT registration status. The other exclusions (sovereign government activity, international airline tickets and airway bills, and VAT-exempt or zero-rated financial services) rarely affect ecommerce.
The key point for mixed stores is that the exclusion is about the transaction, not the business. A brand that sells skincare to consumers on its storefront and to salons on trade terms is in scope for the salon invoices. For the bigger picture, read our complete guide to UAE e-invoicing.
Which Shopify Orders Count as B2B?
Any order where the buyer is a business or government entity counts as B2B or B2G, whatever channel it came through. The test is who the customer is, not whether you used Shopify's B2B features.
| Shopify order type | Typical buyer | UAE e-invoicing status (October 2026) |
|---|---|---|
| Standard online store checkout | Individual consumer | Excluded (B2C) |
| Shopify B2B company order | Company location with payment terms | In scope (B2B) |
| Draft order or manual invoice for wholesale | Reseller, distributor, hospitality client | In scope (B2B) |
| Trade or professional account (tagged customer) | Salon, studio, contractor | In scope if the buyer is a business |
| Order for a ministry, school or public body | Government entity | In scope (B2G) |
| Consumer order later re-invoiced to an employer | Employee buying for a company | Grey area; decide policy with your adviser |
The last row is where stores get caught. A buyer checks out as a consumer, then emails asking for an invoice in their company's name. Decide a policy now: either route business buyers through a trade account from the start, or treat re-invoicing as a B2B transaction that must go through your e-invoicing flow.
When Does Your Store's Deadline Apply?
Your phase is set by total annual revenue, including consumer sales. Businesses with revenue of AED 50 million or more go live on 1 January 2027; those below go live on 1 July 2027.
Grant Thornton notes that the overall economic scale of the business decides the phase, so B2C turnover counts even though B2C invoices are not yet transmitted. A large consumer brand with a small wholesale arm is therefore a phase-one business.
- Revenue of AED 50 million or more: appoint an ASP by 30 October 2026 (moved from 31 July 2026 by Ministerial Decision No. 66 of 2026); go live 1 January 2027.
- Revenue below AED 50 million: appoint an ASP by 31 March 2027; go live 1 July 2027.
- Voluntary adoption: open from 1 July 2026 for businesses that want to start early.
Missing these dates is costly. Under Cabinet Decision 106 of 2025, failing to implement the system or appoint an ASP on time attracts AED 5,000 per month, and each invoice not issued electronically attracts AED 100, capped at AED 5,000 per month. Our explainer on UAE e-invoicing penalties covers the full schedule. For every date in one place, see who must go live and when.
How Does Order Data Flow from Shopify to the FTA?
Shopify holds the order, your accounting platform or ERP creates the tax invoice, and your Accredited Service Provider turns it into a PINT AE e-invoice and exchanges it over Peppol. An Accredited Service Provider (ASP) is a company approved by the UAE authorities to validate, send and receive e-invoices and report tax data to the Federal Tax Authority (FTA).
The UAE uses a five-corner model. In practice, a B2B Shopify order travels like this:
- Order placed in Shopify (corner 1 side): the order, line items, discounts, VAT and buyer details are created.
- Sync to accounting or ERP: a connector or webhook pushes the order to Zoho Books, Odoo, Xero, QuickBooks or your ERP, which issues the invoice of record with the correct invoice number and VAT treatment.
- Hand-off to your ASP (corner 2): the invoice is mapped to PINT AE, the UAE's Peppol invoice specification on UBL 2.1, and validated.
- Peppol exchange to the buyer's ASP (corner 3), which delivers it to the buyer's system (corner 4).
- Tax reporting to the FTA (corner 5): the ASPs report a tax data document and the status comes back to you.
Timing matters. Ministerial Decision 243 of 2025 requires the e-invoice to be issued within 14 days of the date of the business transaction, which is the earlier of the transaction date and the payment date. Our article on the five-corner model explains each corner, and PINT AE explained covers the data format.
What Buyer Data Must You Capture at Checkout?
You need enough data to identify the buyer as a taxable business and route the e-invoice to them: legal name, Tax Registration Number (TRN), and a complete address. If any of this is missing at the point of sale, your finance team will be chasing customers after the fact, and the 14-day clock keeps running.
- Registered legal name exactly as on the trade licence, not the trading name the buyer typed in "Company".
- TRN (15 digits). The UAE Peppol participant identifier is built from the Tax Identification Number, the first ten digits of the TRN, so a mistyped TRN can mean an undeliverable invoice.
- Billing address including emirate and country, separate from the delivery address.
- Buyer reference or purchase order number if the customer requires one to approve payment.
- Payment terms and any deposit, so the invoice and the payment date line up.
If you use Shopify B2B, the structure is already there. According to Shopify's help centre, each company location has its own billing and shipping addresses, payment terms, tax settings and a tax registration ID field. Stores not using Shopify B2B can collect the same data through a trade account application, customer metafields or checkout UI extensions, then pass it to the ERP with the order.
Validate the data on entry. A simple format check on the TRN, plus a manual approval step for new trade accounts, prevents most rejected invoices.
Which Setup Fits Your Shopify Store?
For most merchants, the cleanest route is Shopify connected to an accounting platform or ERP that already integrates with an ASP. Custom middleware makes sense when order volume is high, the ERP is unusual or the business needs control over mapping.
| Setup | Best for | How the e-invoice is produced | Watch out for |
|---|---|---|---|
| Shopify + Zoho Books + ASP | SMEs already on Zoho | Order syncs to Zoho, invoice issued there, passed to the ASP connector | Confirm which ASP Zoho's UAE integration uses and whether it is live |
| Shopify + Odoo + ASP | Brands with inventory, manufacturing or multiple warehouses | Odoo generates the invoice; an ASP module or API sends PINT AE | Version-specific modules; test credit notes and multi-currency |
| Shopify + Xero or QuickBooks + ASP | Small teams with simple catalogues | Accounting platform invoice exported to an ASP via API or add-on | Check the platform's UAE e-invoicing support before committing |
| Shopify + ERP (SAP, Dynamics, Oracle) + ASP | Larger groups | ERP issues invoices; ASP connector or middleware handles Peppol | Mapping effort and change control inside the ERP |
| Custom middleware direct to ASP API | High-volume or bespoke stacks | Middleware reads Shopify orders, builds PINT AE, calls the ASP | You own validation, retries, numbering and audit trails |
Whatever the route, keep one invoice numbering sequence and one system of record. Running B2B invoices from Shopify and consumer receipts from the ERP, or the reverse, is a common source of duplicate numbers. Our guide to connecting your ERP to UAE e-invoicing goes deeper on SAP, Dynamics, Odoo, Zoho and Tally.
What About Refunds, Returns and Order Edits?
A refund or price adjustment on a B2B order needs an electronic credit note, not just a Shopify refund. The UAE system covers both e-invoices and e-credit notes, and failing to issue either carries the same per-document penalty.
Map these Shopify events explicitly:
- Full or partial refund on a B2B order: triggers an e-credit note referencing the original invoice.
- Order edit after invoicing (added or removed lines): credit note plus a new invoice, or a credit note for the difference, depending on your accounting policy.
- Cancelled unpaid order: if no invoice was issued yet, nothing to send; if it was, a credit note is required.
- Discount applied after the fact: treated as an adjustment and credited.
Should B2C-only Shopify Stores Do Anything Now?
Yes, a little. Confirm in writing that you genuinely have no B2B sales, keep your order data structured, and watch for a future ministerial decision on B2C.
Many "consumer" stores have a few business customers hiding in their order history: corporate gifting, office supplies or bulk orders. Run a report on orders with a company name or large quantities and decide how to handle them. If they are business buyers, you are a mixed business and the B2B portion is in scope.
Also check your revenue against the AED 50 million threshold, because it decides your phase the moment you make even one B2B sale. How VEATEX Helps
VEATEX is a Shopify, web and software development agency that also builds Peppol e-invoicing platforms for the GCC, working with clients in the US, UK and the Gulf for over 11 years. We built a Peppol platform for a client that passed OpenPeppol testing and is now on the UAE pre-approved ASP list. For Shopify merchants, we set up B2B data capture, connect Shopify to your accounting platform or ERP, and build middleware where off-the-shelf connectors fall short. Frequently Asked Questions
Is a Shopify PDF invoice enough for UAE e-invoicing?
No. The Ministry of Finance states that unstructured formats such as PDF, Word documents, images, scans and emails are not e-invoices. A compliant UAE e-invoice is structured PINT AE data in UBL XML, exchanged over the Peppol network through Accredited Service Providers. A PDF can still be sent to the buyer as a readable copy, but it does not replace the structured invoice.
Do I need e-invoicing if I sell to UAE businesses but I am not VAT registered?
Possibly yes. Firm alerts on Ministerial Decisions 243 and 244 of 2025 say the system applies to persons conducting business in the UAE for B2B and B2G transactions, regardless of VAT registration status. If you run a Shopify store with trade or wholesale customers in the UAE, confirm your position with a tax adviser rather than assuming VAT status exempts you.
Does my B2C revenue count toward the AED 50 million threshold?
Yes. Grant Thornton notes that the overall scale of the business decides the phase, so consumer revenue counts toward the AED 50 million test even though consumer invoices are not yet in scope. A store with large B2C sales and a small wholesale channel can still fall into the first phase, with a 1 January 2027 go-live for its B2B invoices.
Which Shopify features help with B2B e-invoicing data?
Shopify B2B lets you create companies and company locations, each with separate billing and shipping addresses, payment terms and a tax registration ID field. That structure maps well to the buyer data an e-invoice needs. Stores without Shopify B2B can collect the same data with customer metafields, account approval forms or custom checkout fields, then pass it to the ERP.
Will B2C Shopify orders need e-invoicing later?
Possibly. B2C transactions are excluded until the Minister decides otherwise, and commentators note that a future ministerial decision may set a separate date. As of October 2026 no B2C timetable has been published. Keeping clean, structured order data now means a future B2C phase becomes a configuration change rather than a rebuild.
How fast must a B2B e-invoice be issued after a Shopify order?
Ministerial Decision 243 of 2025 requires the e-invoice to be issued and transmitted within 14 days of the date of the business transaction, which is the earlier of the transaction date or the payment date. For prepaid Shopify orders, the payment date usually starts the clock, so batch jobs that run weekly are acceptable but monthly batches are not.
