Quick answer
The official UAE e-invoicing ASP list is published by the Ministry of Finance (MoF) on its eInvoicing pages as the list of pre-approved eInvoicing service providers. Only providers on that list can be appointed as your Accredited Service Provider. Independent trackers counted more than 80 names in late 2026, so verify any provider against the MoF page, not a brochure, before you sign.
Key takeaways
- The Ministry of Finance publishes and updates the list; the FTA receives tax data but does not run the list.
- Every in-scope business must appoint an Accredited Service Provider (ASP): businesses with revenue of AED 50 million or more by 30 October 2026, the rest by 31 March 2027.
- Independent directories tracked 80+ providers in November 2026, and some names have also been removed, so check the live MoF page on the day you sign.
- Being on the list proves eligibility, not fit: shortlist on ERP connectors, data location, support and exit terms.
- Get the exact legal entity name in the contract and match it to the MoF list, because brands and legal names often differ.
Every UAE business inside the e-invoicing mandate has to appoint an Accredited Service Provider (ASP), and the only providers that count are the ones the Ministry of Finance has approved. That makes the ASP list the most important page in the whole programme, and also one of the most misquoted. Vendors describe themselves as "FTA approved", "accredited" or "certified", and aggregator sites publish their own versions of the list with different totals.
This guide explains where the official list is, what the labels mean, how to verify a provider in five minutes and how to turn a list of 80+ names into a shortlist of three.
Where Is the Official UAE ASP List?
The official list is on the Ministry of Finance website under the eInvoicing initiative, on the page titled "Pre-approved eInvoicing Service Providers". The MoF owns the accreditation process under Ministerial Decision 64 of 2025, as amended by Ministerial Decision 56 of 2026, and it updates the list as providers pass or leave the process.
The Federal Tax Authority (FTA) receives tax data from ASPs (the fifth corner of the model) and publishes technical guidance, but it does not run the provider list. If a sales deck says "FTA approved", ask which MoF list entry it refers to.
What Is the Difference Between Pre-Approved and Accredited?
The MoF uses a two-step path. A provider that meets the eligibility conditions and passes the initial review is listed as pre-approved. It then completes production testing with the Ministry before full accreditation, which runs for two years and must be renewed. Businesses may appoint providers from the pre-approved list, which is why almost every guide, including the MoF's own pages, uses the two terms together.
The eligibility conditions are demanding: an active Peppol-certified service provider, ISO/IEC 27001 for the e-invoicing product, ISO 22301 for business continuity, UAE company and tax registration, insurance and a self-declaration. Our guide on how to become an ASP in the UAE walks through each one.
How Many ASPs Are on the List?
The number moves. Independent directories that track the MoF page counted between 80 and 85 providers in early November 2026, and they also flag names that are "no longer listed". Because the total changes, any article that quotes an exact number is a snapshot. What matters for a buyer is whether a specific provider is listed today.
| Type of provider on the list | Typical examples of what they offer | Good fit for |
|---|---|---|
| Global tax-technology vendors | Multi-country compliance platforms, large ERP connectors | Groups with operations in several mandated countries |
| Regional accounting and ERP vendors | E-invoicing built into accounting or billing software | SMEs already using that software |
| Advisory and audit firm platforms | Compliance service plus implementation support | Businesses that want advice and software together |
| Specialist Peppol access point providers | API-first exchange and validation services | Businesses with in-house IT or custom systems |
| White-label and partner brands | Branded platforms running on third-party technology | Clients of a trusted adviser or integrator |
White-label brands are allowed since Ministerial Decision 56 of 2026, but the brand still carries full responsibility. See white-label ASP platforms explained.
How Do You Verify an ASP in Five Minutes?
- Get the legal entity name. Ask for the name on the trade licence, not the product brand.
- Search the MoF page. Find that exact entity on the pre-approved list and save a dated screenshot for your file.
- Check the Peppol status. Ask for the provider's OpenPeppol membership and its Peppol participant details for the UAE.
- Read the ISO certificate scope. The ISO/IEC 27001 scope should name the e-invoicing product you are buying, not just the head office.
- Put it in the contract. The appointment letter or contract should name the listed entity and require it to tell you if its status changes.
How Should You Shortlist From 80+ Providers?
Start with how your invoices are produced today, because integration effort drives most of the cost and risk. Then filter on five questions:
- ERP fit: Is there a tested connector for your ERP or accounting system, or will you need an API build? (See ERP integration for UAE e-invoicing.)
- Data: Where is invoice data stored, for how long, and can you export it in bulk?
- Service: What uptime is committed, how are outages communicated, and is support available in UAE hours and in Arabic if you need it?
- Price: Per-invoice, subscription or tiered? Model your real volumes. Our UAE e-invoicing cost guide shows how.
- Exit: Can you move to another ASP without losing archived invoices?

What Are the Deadlines for Appointing an ASP?
| Group | Appoint an ASP by | Go live |
|---|---|---|
| Revenue of AED 50 million or more | 30 October 2026 (extended from 31 July 2026) | 1 January 2027 |
| Revenue below AED 50 million | 31 March 2027 | 1 July 2027 |
| Government entities | 31 March 2027 | 1 October 2027 |
Missing the appointment or implementation deadline now carries a penalty of AED 5,000, plus AED 5,000 for each further month, capped at AED 50,000 in any 12 months under the new Cabinet Decision announced on 30 October 2026. Details are in our UAE e-invoicing penalties guide.
What Red Flags Should You Watch For?
- "FTA certified" claims with no matching MoF list entry.
- A contract signed by a reseller that is not itself listed and does not name the listed entity.
- No answer on where data is stored or how you get it back.
- Pricing that only works at today's volumes, with steep overage fees.
- Promises that you can "send PDFs" or keep emailing invoices: once your phase starts, in-scope invoices must be structured e-invoices exchanged through ASPs.
How VEATEX Helps
VEATEX builds Peppol e-invoicing platforms for the GCC. We built a platform for a client that passed OpenPeppol testing and is now on the UAE pre-approved ASP list, so we know what sits behind a listing. We help businesses compare shortlisted ASPs on integration effort, connect ERPs and custom systems, and help firms that want to launch their own ASP service. Frequently Asked Questions
Where can I find the official UAE ASP list?
On the UAE Ministry of Finance website, under the eInvoicing initiative, on the page titled Pre-approved eInvoicing Service Providers. Independent directories copy it, but the MoF page is the only official source.
Is the ASP list published by the FTA or the Ministry of Finance?
The Ministry of Finance publishes and maintains the list and runs accreditation. The Federal Tax Authority receives tax data reported by ASPs and issues technical guidance.
Can I appoint a provider that is not on the MoF list?
No. In-scope businesses must appoint an Accredited Service Provider approved by the Ministry of Finance. A reseller can sell you the service, but the contract should name the listed entity.
How many accredited e-invoicing providers are there in the UAE?
Independent trackers counted between 80 and 85 providers in early November 2026. The number changes as providers are added or removed, so check the MoF page on the day you decide.
Does my buyer need to use the same ASP as me?
No. ASPs exchange invoices with each other over the Peppol network, so supplier and buyer can each use a different accredited provider.
What happens if my ASP loses its accreditation?
You would need to appoint another listed provider. Protect yourself with a contract clause requiring notice of any status change and bulk export of your invoice archive.
