The GCC’s Peppol E-Invoicing Partner, Proven Through Certification.
We design, build and certify Peppol e-invoicing platforms for the UAE and Oman, with Qatar and the UK next. Audit and tax firms, technology companies and enterprises work with us to become an Accredited Service Provider (ASP), or to get compliant before the deadline.
Deadline to appoint an ASP (revenue AED 50M+)
Go-live for all other businesses
Phase 1 live with the first large taxpayers
We’ve Taken a Peppol Platform from Blueprint to UAE Pre-Approval.
For a client, our team built a complete e-invoicing platform: access point, SMP, PINT AE validation and FTA tax-data reporting. We took it through OpenPeppol conformance testing, and the provider is now on the UAE Ministry of Finance’s pre-approved ASP list. We now offer the same services in Oman.
What E-Invoicing Actually Means in the GCC.
A PDF emailed to a customer is not an e-invoice under the new rules. An e-invoice is structured data that software can read, validate and report without anyone retyping it.
- Made for people to read, so it has to be keyed in by hand
- Sent by email with no proof of delivery
- The tax authority only sees it at audit time
- Easy to duplicate, alter or lose
<Invoice> <cbc:CustomizationID>urn:peppol:pint:billing-1@ae-1</…> <cbc:IssueDate>2027-01-04</…> <cac:AccountingSupplierParty>…TIN…</…> <cac:TaxTotal>VAT 5% · AED 1,250.00</…> </Invoice>
- Machine-readable UBL 2.1 XML in the PINT AE format
- Validated, then delivered over the Peppol network
- Tax data reported to the FTA in near real time
- Goes straight into the buyer’s ERP, with nothing retyped
Real-Time Tax Visibility Is Now the GCC Standard.
Closes the VAT Gap
Tax authorities see transactions as they happen, which reduces fraud and errors.
Faster Payments
Structured invoices are processed automatically, so approval cycles shrink from weeks to days.
Cross-Border Ready
Peppol is an international network, so one connection reaches buyers in every Peppol country.
Lower Cost per Invoice
No printing, postage, manual entry or reconciliation. Finance teams spend time on analysis instead.
Peppol, Explained in Plain Words.
Peppol is a secure network for exchanging business documents between organisations, much like a postal system built for invoices. It is governed internationally by OpenPeppol and used across Europe, Asia-Pacific and now the Gulf.
Each country appoints a Peppol Authority that sets local rules. In the UAE that is the Ministry of Finance. Oman’s Tax Authority has also been approved as a Peppol Authority. Businesses don’t connect to the network themselves. They use an accredited service provider, which acts as their access point.
- One connection reaches every Peppol participant
- Each business is identified by a Peppol participant ID (in the UAE, based on its tax number)
- Common document formats, adapted per country (PINT AE for the UAE)
Every invoice moves through certified access pointsHow the Five-Corner Model Works.
The UAE uses a decentralised continuous transaction control and exchange model (DCTCE). Invoices travel between the two businesses’ service providers over Peppol, and both providers report tax data to the FTA.
The seller issues the invoice from its ERP or billing system.
The seller’s ASP validates it against PINT AE, sends it over Peppol and reports tax data to the FTA.
The buyer’s ASP receives it, reports its own tax data and passes the invoice on.
The buyer receives a machine-readable invoice straight into accounts payable.
The FTA validates the tax data and returns a status message to confirm it was received.
The Life of One UAE E-Invoice, in Seconds.
- CreateThe seller’s ERP produces invoice data.
- ConvertData is mapped to the PINT AE fields.
- ValidateThe ASP checks the format, mandatory fields and calculations.
- Look upThe buyer’s Peppol ID is found in the SML/SMP directory.
- ExchangeThe invoice travels securely between access points.
- ReportBoth ASPs send tax data documents to the FTA.
- ConfirmThe FTA returns a status, and the buyer books the invoice.
The Terms You’ll Hear, Decoded.
Tap any term to expand it. Share this section with your finance and IT teams.
ASP (Accredited Service Provider)
A company approved by the UAE Ministry of Finance to exchange e-invoices over Peppol and report tax data to the FTA on behalf of businesses. Every in-scope business must appoint one.
Peppol access point
The certified gateway software that sends and receives documents on the Peppol network. An ASP operates one (corners 2 and 3).
SMP & SML
The Service Metadata Publisher records which access point serves each participant and which documents it can receive. The Service Metadata Locator is the central directory that points to the right SMP. Together they let invoices find their destination automatically.
Participant identifier
A business’s unique address on Peppol. In the UAE it is derived from the business’s Tax Identification Number (TIN).
PINT AE
Peppol International Invoice model, UAE specialisation. It is the data standard for UAE e-invoices and credit notes, built on UBL 2.1 XML, with mandatory fields published by the authorities.
UBL 2.1
Universal Business Language, an international XML standard for business documents. PINT AE uses it as its syntax.
DCTCE (five-corner model)
Decentralised Continuous Transaction Control and Exchange. Invoices are exchanged between businesses through their providers, and tax data flows to the authority in parallel, as the fifth corner.
Tax Data Document (TDD)
The subset of invoice data that a service provider reports to the FTA for each e-invoice or credit note.
Message Level Status (MLS)
A Peppol response sent from the buyer’s service provider (Corner 3) back to the seller’s service provider (Corner 2), confirming whether the invoice was received and accepted (codes AB, AP) or rejected (RE). The FTA sends its own confirmations for the tax data it receives.
Peppol Authority
The national body that governs Peppol use in a country. In the UAE that is the Ministry of Finance. Oman’s Tax Authority has also been approved as a Peppol Authority.
OpenPeppol
The international non-profit that owns the Peppol specifications, runs conformance testing and signs agreements with service providers.
White-label ASP
A model, introduced in May 2026 by Ministerial Decision No. 56 of 2026, which amended the ASP rules in Ministerial Decision No. 64 of 2025, that lets UAE-based companies partner with technology providers to offer ASP services under their own brand.
Who Goes Live, and When.
Set by Ministerial Decisions No. 243 and 244 of 2025. The Phase 1 deadline for appointing an ASP was extended to 30 October 2026 in May 2026.
| Who | Appoint an ASP by | Mandatory from |
|---|---|---|
| Voluntary adopters & pilot participants | — | 1 July 2026 |
| Businesses with annual revenue of AED 50 million or more | 30 October 2026 | 1 January 2027 |
| Businesses with annual revenue under AED 50 million | 31 March 2027 | 1 July 2027 |
| Government entities (non-sovereign transactions) | 31 March 2027 | 1 October 2027 |
The UAE Rollout at a Glance.
Selected businesses start live testing.
Revenue of AED 50M+ must have appointed an ASP.
Large businesses must issue and receive e-invoices.
All other in-scope businesses.
Government entities in non-sovereign capacity.
What’s in, What’s Out.
In Scope
- Business-to-business (B2B) invoices and credit notes
- Business-to-government (B2G) transactions
- Government entities acting in a non-sovereign capacity
- Businesses identified by their Tax Identification Number, including some that are not VAT-registered
Currently Excluded

The Rules Your Finance Team Will Live With.
To Issue the E-Invoice
E-invoices and credit notes must be issued within 14 days of the transaction.
To Report a System Failure
Technical failures must be notified to the FTA within 2 business days.
To Update Your ASP
Changes to registered business data must be passed to your ASP within 5 business days.
Mandatory PINT AE Fields
Every invoice must carry the mandatory data set. Most errors happen in ERP mapping.
Data Stays In-Country
E-invoicing data must be stored within the UAE, which affects your hosting choices.
Send and Receive
In-scope businesses must be able to receive e-invoices as well as send them.
Missing the Deadline Costs Money, Every Month.
Cabinet Decision No. 106 of 2025 sets administrative penalties for e-invoicing violations. A partial month still counts as a full month.
| Violation | Penalty |
|---|---|
| Not implementing e-invoicing or appointing an ASP on time | AED 5,000 per month |
| Late e-invoice issuance or transmission | AED 100 per invoice, up to AED 5,000/month |
| Late e-credit note issuance or transmission | AED 100 per note, up to AED 5,000/month |
| Not notifying the FTA of a system failure | AED 1,000 per day |
| Not updating your ASP on data changes | AED 1,000 per day |

Can’t find yours? A specialist will answer within one business day.
Does a PDF invoice still count after go-live?
No. For in-scope B2B and B2G transactions, the legal invoice is the structured PINT AE e-invoice exchanged through an ASP. You can still send a PDF copy for convenience.
When does my business have to comply in the UAE?
With annual revenue of AED 50 million or more, you must appoint an ASP by 30 October 2026 and go live on 1 January 2027. Below that, the dates are 31 March 2027 and 1 July 2027. Government entities go live on 1 October 2027.
Do I need to connect to Peppol myself?
No. Businesses connect through an Accredited Service Provider. Your job is to get clean invoice data from your ERP to the ASP; we can build that integration.
Are you an ASP or do you build ASPs?
We are a technology partner. We built a Peppol platform for a client that passed OpenPeppol testing, and that client is on the UAE pre-approved ASP list. We help audit firms, technology companies and businesses use that experience, through build, white-label and integration projects.
How long does it take to become an ASP?
It depends on your starting point and on the Ministry’s review process. A white-label partnership is the fastest route. A dedicated build is planned in phases around the certification milestones. We’ll give you a realistic plan on our first call.
What is PINT AE and how many fields does it need?
PINT AE is the UAE specialisation of the Peppol International invoice model, using UBL 2.1 XML. The authorities have published a mandatory data set of 51 fields.
Is B2C included?
Not yet. B2C invoices are excluded until a later phase is announced.
What are the penalties for missing the deadline?
Under Cabinet Decision No. 106 of 2025, failing to implement e-invoicing or appoint an ASP on time costs AED 5,000 per month. Late invoices cost AED 100 each, up to AED 5,000 a month, and failure notifications that are missed cost AED 1,000 per day.
Does the data have to stay in the UAE?
Yes. E-invoicing data must be kept within the UAE. Our platform is designed for UAE hosting.
Which ERPs can you integrate?
SAP, Oracle, Microsoft Dynamics 365, Odoo, Zoho Books, Sage, Tally, QuickBooks, Xero and custom or legacy systems, through connectors, APIs or file exchange.
Which markets do you cover?
We offer services in the UAE and Oman today. Qatar and the United Kingdom are next on our roadmap: the UK has confirmed Peppol for its 2029 mandate, and Qatar has approved a draft e-invoicing law.
How is Oman different from the UAE?
Both use Peppol with reporting to the tax authority. Oman’s Fawtara programme started with a pilot in August 2026, becomes mandatory for businesses with supplies above OMR 5 million on 1 April 2027 and for everyone else on 1 October 2027, and has its own specifications and accreditation, which we support with the same platform architecture.
What about Saudi Arabia?
Saudi Arabia uses ZATCA’s FATOORA clearance model rather than Peppol. We can advise groups that operate across KSA, the UAE and Oman on a single roadmap.
Will you sign an NDA?
Yes, before any detailed technical or commercial discussion.
How do engagements start?
With a free 30-minute consultation, followed by a written scope, plan and quote. Share your planned investment range in the form and we’ll propose the right model.
