Quick answer
UAE e-invoicing requires in-scope businesses to issue and receive B2B and B2G invoices and credit notes as structured PINT AE documents through Ministry of Finance accredited service providers on the Peppol network, with tax data reported to the FTA. Businesses with revenue of AED 50 million or more go live on 1 January 2027, others on 1 July 2027 and government entities on 1 October 2027. B2C is excluded for now.

We answer UAE e-invoicing questions every week from finance teams, business owners, auditors and software companies. These are the 25 we hear most, with short answers and links to the detailed guides. Answers reflect the position as of November 2026.
What Are the Basics?
1. What is UAE e-invoicing? A national system under which in-scope invoices and credit notes are exchanged as structured electronic data between businesses' Accredited Service Providers, with tax data reported to the FTA. Start with our complete UAE e-invoicing guide.
2. Which laws set it up? Ministerial Decisions 243 and 244 of 2025 (system and implementation), Ministerial Decision 64 of 2025 on providers, amended by Decision 56 of 2026, and the Cabinet Decision on penalties announced on 30 October 2026, which replaced Cabinet Decision 106 of 2025.
3. Who runs it? The Ministry of Finance runs the programme and accredits providers; the Federal Tax Authority receives tax data and issues technical guidance.
4. Is a PDF an e-invoice? No. An e-invoice is structured XML in the PINT AE format. A PDF can be shared as a readable copy only.
5. What is Peppol? An international network and set of standards for exchanging business documents between certified access points. See what is Peppol.
Who Is in Scope and When?
6. When do I have to start? 1 January 2027 if your revenue is AED 50 million or more; 1 July 2027 if it is below; 1 October 2027 for government entities.
7. When must I appoint an ASP? By 30 October 2026 for the large group (extended from 31 July 2026) and by 31 March 2027 for everyone else. See deadlines.
8. Is B2C included? No, B2C is excluded until further notice. See exemptions.
9. Are free zone companies included? Yes, for B2B and B2G supplies, with a mandatory free zone flag. See e-invoicing in Dubai.
10. What if I am not VAT-registered? If you make in-scope B2B or B2G supplies, you need an FTA TIN and an ASP.
11. Can I start early? Yes. Voluntary adoption has been open since 1 July 2026.
How Do Providers and Formats Work?
12. What is an ASP? An Accredited Service Provider approved by the Ministry of Finance to exchange e-invoices and report tax data. See the ASP list.
13. Must my customer use the same ASP? No. ASPs exchange documents with each other over Peppol.
14. What is the five-corner model? Supplier, supplier's ASP, buyer's ASP and buyer form four corners; the FTA's data platform is the fifth. See the five-corner model.
15. What is PINT AE? The UAE's Peppol invoice specification. See PINT AE explained.
16. How many fields are mandatory? 51 on tax invoices and 49 on commercial invoices. See mandatory fields.
17. Can I keep my ERP? Usually, by connecting it to an ASP. See ERP integration and e-invoicing software.
What About Costs and Penalties?
18. What does it cost? ASP fees from published vendor rates of about AED 0.50 to 2 per invoice or subscription plans, plus integration. See cost guide.
19. What are the penalties now? Under the Cabinet Decision announced on 30 October 2026, implementation failures cost AED 5,000, then AED 5,000 a month, capped at AED 50,000 in any 12 months. The penalty for late notice of a system failure was removed. See penalties.
20. Do both supplier and buyer get penalised? Obligations sit with both issuer and recipient, but only one penalty applies where the same person is issuer, recipient or both for the same violation.
What Should Businesses and Service Providers Do Next?
21. What is the first step? Clean customer TRNs and addresses, then shortlist ASPs. Use our 25-step checklist.
22. How long does implementation take? Days for cloud accounting with a connector; weeks to months for ERP integrations.
23. Can my company become an ASP? Yes, if it meets the Ministry's conditions, including Peppol certification and ISO standards. See how to become an ASP.
24. Can an audit or tax firm offer e-invoicing? Yes, as an advisory service or through a white-label ASP. See e-invoicing for audit and tax firms.
25. Is Oman doing the same? Yes. Oman's Fawtara programme is also Peppol-based, with go-live on 1 April 2027 for businesses with annual supplies above OMR 5 million and 1 October 2027 for others. See Oman e-invoicing.
