Choosing an E-Invoicing ASP in the UAE: Questions to Ask

A buyer's guide to choosing a UAE e-invoicing ASP: approval status, data storage, ERP connectors, uptime, support, pricing questions, exit terms and red flags.

Quick answer

Choose a UAE e-invoicing ASP by first confirming it appears on the Ministry of Finance list as accredited, then testing five things: how it connects to your ERP, where and how long it keeps your invoice data, its uptime and outage communication, the quality of local support, and whether you can leave with your data. Compare pricing models on total cost, not headline rates.

Key takeaways

  • Only providers on the Ministry of Finance list can act as your ASP; check whether they are accredited or still pre-approved.
  • Your business, not the ASP, stays legally responsible for retaining e-invoice data and meeting deadlines.
  • ERP connector depth decides most of your implementation effort, so test it with your own invoice samples.
  • Outage handling matters because you must notify the FTA of a system failure within two business days.
  • Negotiate data export and exit terms before signing, not when you want to switch.

Appointing an Accredited Service Provider (ASP) is the one e-invoicing decision every in-scope UAE business must make by a fixed date. Businesses with revenue of AED 50 million or more had until 30 October 2026; businesses below that threshold and government entities must appoint one by 31 March 2027.

The market is crowded. As of 6 October 2026 the Ministry of Finance (MoF) listed 64 accredited providers, ranging from global e-invoicing networks to ERP vendors, consultancies and local start-ups. They all meet the same legal minimum, yet they differ widely in integration, service and contract terms. This guide gives finance, tax and IT teams the questions that separate them.

What Does an ASP Do for Your Business?

An ASP converts your invoice data into the UAE's Peppol format, validates it, delivers it to your buyer's ASP and reports it to the Federal Tax Authority (FTA). It also receives your suppliers' e-invoices and reports those too.

Under Ministerial Decision 243 of 2025, issuers and recipients meet their exchange and reporting obligations through the ASP they appoint. That makes the provider part of your compliance chain: if it fails, your invoices fail. If you want the mechanics first, read how the five-corner model routes an invoice from supplier to FTA.

How Do You Check That an ASP Is Approved?

Look the provider up on the MoF's eInvoicing Accredited Service Providers page and note which section it appears in. Accredited providers carry a published accreditation number; pre-approved providers are still completing the final production assessment.

Three follow-up checks are worth making:

  • Which legal entity is accredited? Your contract should be with the entity on the list, not a sister company or reseller.
  • When does the accreditation expire? Accreditation lasts two years and must be renewed. Ask how the provider manages renewal.
  • Whose platform is it? Since May 2026 an ASP may run on a product owned by a third party. That is legitimate, and the accredited ASP keeps full responsibility, but you should know who actually operates the service. Our explainer on white-label ASP platforms covers what that means for buyers.

Where Will Your Invoice Data Be Stored, and for How Long?

Ask exactly where invoice payloads, attachments and logs are hosted, how long they are kept and how you would retrieve them for an FTA request. The legal retention duty stays with your business even when the ASP archives for you.

Ministerial Decision 243 requires e-invoices and associated data to be stored within the State. The MoF's guidelines interpret this as keeping records retrievable and producible for the FTA, irrespective of where the servers are located, and version 1.1 of the guidelines, released on 1 June 2026, confirmed that cloud and offshore storage can satisfy the rule if records remain complete and readable. Some organisations, notably government entities and critical infrastructure operators, may still require UAE hosting under national cloud and security policies.

Retention periods come from tax procedures rules: five years following the tax period for taxable persons, plus four more years where there is a dispute or a tax audit. Confirm the archive covers that period, or plan your own.

How Well Does the ASP Connect to Your ERP?

Integration depth decides most of your project effort. A provider with a tested connector for your exact ERP version will cut weeks of mapping work compared with one that only offers a generic API.

Ask each shortlisted provider:

  1. Which ERP versions do you have live UAE customers on today, and can we speak to one?
  2. Do you accept our native ERP output and map it to PINT AE, or must we send PINT AE-ready data?
  3. How are rejections and the FTA's message-level status returned to our ERP, and in what time?
  4. Do you handle inbound supplier invoices into our accounts payable process, not just outbound sales invoices?
  5. Can we test with our own invoice samples, including credit notes, foreign currency and free zone cases, before signing?

Our guide to connecting your ERP to UAE e-invoicing explains the API, connector, file and middleware patterns so you can judge the answers.

What Uptime, Continuity and Support Should You Expect?

Expect a written service level, a tested continuity plan and a clear process for telling you about outages quickly. Every issuer and recipient must notify the FTA of a system failure within two business days, and late notification costs AED 1,000 per day under Cabinet Decision 106 of 2025.

ISO 22301 certification is an accreditation condition, so every ASP should have continuity plans. What differs is how they work in practice. Ask how outages are detected, who tells you and through which channel, whether invoices are queued and resent automatically after recovery, and whether the provider gives you the evidence you need for your own FTA notification.

On support, ask for hours that match your billing cycle, Arabic and English cover if your teams need both, named contacts during go-live, and a defined escalation path for rejected invoices near VAT return deadlines.

Ask for the outage runbook, not the brochure. A provider that can show you a real incident communication template and its recovery steps is far more useful than one that quotes an uptime percentage.

How Should You Compare ASP Pricing Models?

Compare total cost over the contract term rather than the headline rate. Pricing structures vary, and the cheapest per-document price can become expensive once onboarding, connectors and archiving are added.

Questions to put to every provider:

  • Is pricing per document, per tier, per entity or a flat subscription?
  • Are inbound invoices, credit notes and tax data reports counted as billable documents?
  • Are onboarding, ERP connector licences and testing charged separately?
  • Is long-term archiving included for the full retention period?
  • How are price increases handled at renewal, and is there a volume commitment?
  • What does it cost to add another legal entity, branch or tax group?

The MoF's mid-2026 amendments were partly framed around market feedback seeking broader technical options and more competitive pricing, so expect pricing to keep moving. Lock in renewal terms you can live with.

What Should an ASP Contract Say About Exit and Portability?

The contract should guarantee that you can leave with your data in a usable format and move your Peppol identifier without disruption. Negotiate this before signing, when you have leverage.

Key clauses: full export of invoices and status history in UBL XML plus a readable format, a defined notice period, cooperation with the incoming provider during migration, continued read access to archives after termination, and data deletion certificates once the transfer is complete. Changes to your ASP appointment are handled through the FTA's EmaraTax processes, so build a realistic transition window into the contract.

How Do ASPs Compare on the Criteria That Matter?

Use a scored matrix so finance, tax and IT judge providers on the same evidence. The table below is a starting template.

What If Your Group Trades Across the GCC?

Pick an ASP with a credible plan for every country you invoice in, because Gulf e-invoicing regimes are not identical. The UAE and Oman both run Peppol-based programmes, while Saudi Arabia uses its own ZATCA platform.

Both the UAE Ministry of Finance and the Oman Tax Authority, which runs the Fawtara programme, are registered Peppol Authorities. A provider approved in both countries can let a group reuse one integration layer and one data model for much of the work, although each country keeps its own approval process and specifications. Saudi entities need a separate ZATCA-compliant solution; our comparison of Saudi ZATCA and UAE Peppol sets out the differences.

For groups with UK operations, the UK has confirmed Peppol as the core network for its planned 2029 e-invoicing mandate, so a Peppol-native provider may also reduce future work there.

What Are the Red Flags When Choosing an ASP?

Be cautious when a provider avoids specifics. The following warning signs justify extra due diligence or a different shortlist:

  • The contracting entity does not match the name on the MoF list.
  • The provider cannot show a live PINT AE invoice flowing from your ERP type.
  • Answers on data location or retention change between the sales call and the contract.
  • There is no written incident process, or outages are communicated only by email newsletter.
  • Exit terms are missing, or data export carries open-ended fees.
  • The provider pushes for signature with deadline pressure but cannot start onboarding for weeks.

Missing the appointment deadline carries a penalty of AED 5,000 for each month or part of a month of delay, as our breakdown of UAE e-invoicing penalties explains. A rushed choice can cost more over a multi-year contract, so keep the readiness checklist alongside your selection.

Frequently Asked Questions

Where can I find the official list of UAE e-invoicing ASPs?

The Ministry of Finance publishes the list on its e-invoicing initiative pages under eInvoicing Accredited Service Providers. It shows each accredited provider's accreditation number, website and contacts, plus a separate group of pre-approved providers still completing final assessment. The list is updated periodically, so check it on the day you sign, not from a screenshot or a vendor slide.

Can I use a pre-approved ASP rather than an accredited one?

Pre-approved providers have passed the initial requirements but are still in the final production assessment stage. Before relying on one, ask for its expected accreditation date and what happens contractually if final approval is delayed or refused. If your go-live date is close, an already accredited provider removes that dependency, while a pre-approved provider may suit a later phase.

Do my buyer and I need to use the same ASP?

No. The UAE uses a Peppol-based model in which the supplier's ASP and the buyer's ASP exchange invoices over the Peppol network, much like two banks exchanging a transfer. Each party chooses its own provider. What matters is that your ASP can send to and receive from every other accredited provider, which Peppol certification is designed to guarantee.

Can I change my ASP later?

Yes, but treat it as a migration. Your Peppol identifier must move to the new provider, your ERP integration may need rework, and the change in appointment is managed through the FTA's EmaraTax processes. Historic invoice data must stay retrievable for the full retention period, so agree export formats and timelines in the original contract.

Does my ASP store my e-invoices for me?

Many ASPs offer archiving, but the legal duty to retain e-invoices and associated data stays with your business. The MoF guidelines set retention at five years after the relevant tax period for taxable persons, with an additional four years if there is a dispute or tax audit. Check whether archiving is included, how long it lasts and how you retrieve records for the FTA.

Should a group with UAE and Oman entities use one ASP?

It can simplify operations, because both the UAE Ministry of Finance and the Oman Tax Authority are Peppol Authorities. Each country still has its own approval process and specifications, so confirm the provider is approved in both and supports each country's reporting. A single vendor relationship with one integration layer usually reduces ERP work for multi-country groups.
