UK E-Invoicing Mandate 2029: What the Peppol Decision Means

The UK e-invoicing mandate from April 2029 explained: B2B and B2G scope, the Peppol decision, consultation history, ViDA comparison and what to do before 2029.

Quick answer

The UK will require VAT invoices for business-to-business (B2B) and business-to-government (B2G) supplies to be issued as structured e-invoices from April 2029, as confirmed at Budget 2025. In June 2026 the government said Peppol will be the core interoperability network for UK e-invoicing. The model is decentralised, real-time reporting is not planned for 2029, and an implementation roadmap is due at Budget 2026.

Key takeaways

  • Budget 2025 confirmed mandatory e-invoicing for VAT invoices on B2B and B2G supplies from April 2029; B2C and non-VAT invoices are out of scope.
  • On 23 June 2026 the government said Peppol will serve as the core interoperability network for UK e-invoicing.
  • The UK chose a decentralised model with no real-time reporting to HMRC in 2029, unlike the GCC five-corner models.
  • An implementation roadmap is due at Budget 2026 on 28 October 2026 and should settle phasing, standards and provider rules.
  • UK businesses can act now by mapping invoice flows, cleaning supplier and customer VAT data and asking vendors for Peppol plans.

For years the UK sat out the global shift to mandatory e-invoicing. That changed at Budget 2025, when the government confirmed that VAT invoices between businesses, and from businesses to the public sector, must be electronic from April 2029. In June 2026 it added the decision that most software vendors were waiting for: Peppol will be the network.

April 2029 sounds distant, but for a finance team running several ERPs, EDI links with large customers and PDF invoices emailed to everyone else, it is roughly two budget cycles away. This guide sets out what is confirmed, what is still open, how the UK compares with the EU's ViDA package, and what UK businesses and software providers should do now. Facts are as of October 2026.

What Has the UK Government Confirmed?

All VAT invoices for business-to-business (B2B) and business-to-government (B2G) supplies must be issued in a specified electronic format from April 2029. Peppol will be the core interoperability network, and the model will be decentralised.

The commitment came in the consultation response published by HM Revenue and Customs (HMRC) and the Department for Business and Trade on 26 November 2025, alongside Budget 2025. EY's alert summarises it as requiring all VAT invoices to be issued in a specified electronic format starting from April 2029.

The Peppol decision followed on 23 June 2026 in the government's Tax Update 2026. OpenPeppol reports the government's statement that "Peppol will serve as the core interoperability network for eInvoicing in the United Kingdom", and that the government will continue to engage with stakeholders on the role of existing legacy systems.

How Did the UK Get Here?

Through a consultation in 2025, a Budget commitment in November 2025 and a technical decision in June 2026. The next milestone is the implementation roadmap at Budget 2026.

Who and What Is in Scope?

VAT-registered businesses issuing VAT invoices to other businesses or to public bodies. Consumer sales and non-VAT invoices are excluded.

  • In scope: VAT invoices on B2B and B2G supplies.
  • Out of scope: business-to-consumer (B2C) transactions and invoices that are not VAT invoices.
  • Not e-invoices: the consultation response excludes PDFs, Word documents, images, HTML on web pages, OCR-scanned documents and faxes.
  • Not yet decided: whether the start is phased by business size, the exact UK data specification and the rules for accrediting providers.

Some commentators expect a phased start, with larger businesses first. That is a reasonable guess but not a government statement, so treat April 2029 as your planning date until the roadmap says otherwise.

What Does the Peppol Decision Mean in Practice?

It means UK businesses will exchange invoices through Peppol access points, using a common identifier and document standard, rather than through bilateral portals or a government hub. Your provider connects you once, and you can then reach any other business on the network.

Peppol (Pan-European Public Procurement OnLine) is a four-corner network: your system sends to your access point, which looks up the buyer's access point in a directory and delivers the invoice, and the buyer's access point passes it to the buyer's system. Our plain-English guide to Peppol explains the components.

The UK will start with that four-corner exchange only. The consultation response says real-time reporting will not be implemented in 2029, but could follow once e-invoicing is well established. That is a notable difference from the UAE, which added a fifth corner from day one so that tax data reaches the authority; see the five-corner model.

Open points remain. Sovos notes that the future of existing peer-to-peer EDI arrangements, the UK-specific Peppol specification and provider accreditation requirements were still unclear. Avalara reports that OpenPeppol has set up a UK working group to develop UK specifications and governance.

EDI users, take note. If you exchange invoices with large retailers or manufacturers over EDI today, do not assume those links will satisfy the mandate. The government has said it will keep engaging on legacy systems; until it decides, plan for Peppol as the default and EDI as a possible exception.

How Does the UK Mandate Compare with EU ViDA?

The UK is building a domestic B2B and B2G mandate from 2029 without real-time reporting at launch. The EU's VAT in the Digital Age (ViDA) package focuses on digital reporting for cross-border trade from 2030 and lets member states run their own domestic mandates.

According to the European Commission, ViDA was adopted on 11 March 2025, entered into force on 14 April 2025, brings digital reporting requirements for cross-border B2B transactions from 1 July 2030, and requires member states with domestic real-time reporting to align with the EU model by 1 January 2035.

Two practical overlaps matter for UK firms. First, a UK group with EU subsidiaries will face EU domestic mandates and ViDA reporting in parallel with the UK rollout. Second, Avalara flags that Northern Ireland's goods trade, governed by the Windsor Framework, may be exposed to ViDA-related requirements from July 2030.

Which UK Businesses Will Feel the Change Most?

Businesses with many invoicing systems, heavy reliance on EDI or PDF email, or large accounts payable teams will have the most work. Small businesses already using cloud accounting software may find the change is mostly handled by their vendor.

  • Groups with several ERPs or billing tools: every system that issues VAT invoices needs a route to Peppol, and numbering, data and status handling must be consistent across them.
  • Suppliers to large retailers and manufacturers: many exchange invoices over EDI today, and the future of those links is still open.
  • High-volume accounts payable teams: they must receive structured invoices from every supplier, which changes approval workflows and matching.
  • Software vendors and outsourcers: their customers will expect Peppol connectivity to be built in, not bolted on.
  • Public sector suppliers: they are usually closest to ready, because government buyers already accept e-invoices.

What Should UK Businesses Do Now?

Map your invoices, clean your data and talk to your software vendors. None of these steps depends on details still to be published.

  1. Map invoice flows: every system that issues or receives VAT invoices, the volumes, and how each currently sends (PDF email, portal, EDI, paper).
  2. Clean master data: VAT numbers, legal names and addresses for customers and suppliers. Peppol routing depends on reliable identifiers.
  3. Ask vendors for their Peppol plans: ERP, accounting and procurement suppliers should be able to tell you how they will connect and when.
  4. Review accounts payable: structured inbound invoices are the biggest efficiency gain, so plan automated matching rather than printing XML to PDF.
  5. Use Peppol early where it already exists: UK public sector buyers already receive e-invoices, as the Public Contracts Regulations 2015 implement the EU e-invoicing directive for public procurement.
  6. Diarise Budget 2026 on 28 October 2026 and assign someone to read the roadmap the same week.

What Should UK Software Providers Do Now?

Decide whether to become a Peppol service provider or partner with one, and design for a UK specification that is not yet final. The vendors who move first will set customer expectations.

  • Build or source Peppol access point connectivity, including participant lookup and status messages.
  • Keep a canonical invoice model so the UK specification can be mapped as configuration when it is published.
  • Plan migration paths for customers on EDI and emailed PDFs.
  • Watch the OpenPeppol UK working group and HMRC co-design sessions for draft specifications.

Software vendors serving both the UK and the US face two different worlds: a mandate on one side and voluntary networks on the other. Our article on e-invoicing in the USA covers the American picture.

Frequently Asked Questions

When does UK e-invoicing become mandatory?

The government confirmed at Budget 2025 that all VAT invoices on business-to-business and business-to-government supplies must be issued in a specified electronic format from April 2029. Whether every business starts on the same day or the rollout is phased by size has not been finalised; the implementation roadmap promised for Budget 2026 is expected to settle this.

Has the UK chosen Peppol for e-invoicing?

Yes. In its Tax Update 2026 on 23 June 2026, the government stated that Peppol will serve as the core interoperability network for e-invoicing in the United Kingdom. Detailed UK specifications, the treatment of existing EDI links and the rules for accrediting providers were still to be published as of October 2026.

Will HMRC receive my invoices in real time from 2029?

Not at launch. The consultation response says real-time reporting will not be implemented in 2029, but could follow once e-invoicing use is well established. That means the 2029 model is a four-corner exchange between businesses and their providers, without HMRC sitting in the flow, unlike the UAE's five-corner model, where tax data is reported to the authority.

Does the UK mandate apply to invoices to consumers?

No. The consultation response limits the requirement to VAT invoices on B2B and B2G supplies. Business-to-consumer sales and invoices that are not VAT invoices are excluded. Retailers and ecommerce brands selling only to consumers are therefore outside the 2029 mandate, though any trade, wholesale or public sector customers would bring those invoices into scope.

Is a PDF invoice an e-invoice under the UK plans?

No. The government's consultation response explicitly excludes PDF and Word documents, images, invoices displayed as HTML on web pages, OCR-scanned documents and faxes. A UK e-invoice will be structured data that software can read without human intervention, exchanged through the specified network and format.

How is the UK mandate different from the EU ViDA package?

ViDA is EU law adopted in March 2025 that introduces digital reporting for cross-border intra-EU B2B supplies from 1 July 2030 and lets member states mandate domestic e-invoicing. The UK, outside the EU, is setting its own domestic B2B and B2G mandate from April 2029 without real-time reporting at launch. Both point towards Peppol-compatible, EN 16931-style structured invoices.

What should UK software providers do before 2029?

Plan Peppol capability now: either become a Peppol service provider or partner with one, and design for a UK specification that has not yet been published. Follow the Budget 2026 roadmap and the OpenPeppol UK working group, build validation and status handling, and prepare migration paths for customers who currently rely on EDI or PDF email.
