Quick answer
You can run a Shopify store for Saudi Arabia, but as of October 2026 Shopify Payments is not offered to Saudi businesses, so stores use a regional gateway that supports mada, Apple Pay and cards, add Tabby or Tamara for instalments, and offer cash on delivery. VAT-registered sellers must also issue ZATCA-compliant e-invoices, including simplified invoices for consumer orders.
Key takeaways
- Shopify Payments does not list Saudi Arabia or any GCC country other than the UAE, so a regional gateway with mada support is the default for Saudi stores.
- ZATCA e-invoicing covers consumer (simplified) invoices as well as B2B invoices, unlike the UAE, so even a pure B2C Shopify store needs a compliant invoicing solution.
- The 25th integration wave captures taxpayers with VAT-able revenue above SAR 187,500 in any year from 2022 to 2025, with a deadline of 1 February 2027.
- Checkout should capture the Saudi National Address, including building number, secondary number and five-digit postal code, or the short address.
- Cross-GCC selling needs country-specific payment methods: mada in Saudi Arabia, KNET in Kuwait, Benefit in Bahrain and Oman Net in Oman.
Saudi Arabia is the most populous market in the Gulf, and Shopify can serve it well. But a Saudi store is not a UAE store with a different currency. Payments, tax invoicing, address formats and consumer law all work differently, and the differences decide whether orders convert and whether you stay compliant.
This guide covers what changes when you sell to Saudi customers, and what to plan for when you extend the same store to Kuwait, Bahrain, Oman and Qatar. Facts are correct as of October 2026.
Is Shopify Payments Available in Saudi Arabia?
No. As of October 2026, Shopify's list of Shopify Payments countries includes the United Arab Emirates but not Saudi Arabia or any other GCC state. A Saudi-registered business therefore needs a third-party payment provider.
The critical requirement for that provider is mada, the Saudi national debit card scheme that most Saudi shoppers carry. Tap Payments, for example, publishes a Shopify native checkout that accepts mada, Visa, Mastercard, American Express, Apple Pay and Google Pay. When you shortlist other gateways, ask each to demonstrate mada and Apple Pay on mada inside your actual Shopify checkout, not in a sales deck.
Two structural points follow. First, Shopify applies an additional transaction fee when an external gateway processes payments, so check Shopify's current pricing page and factor it into margins. Second, refunds and disputes live in the gateway's dashboard as well as Shopify, so your customer service team needs access to both.
Why Are Cash on Delivery and BNPL So Important in Saudi Arabia?
Because they lower the trust barrier for first purchases. Cash on delivery (COD) lets a shopper pay only when the parcel arrives, and buy-now-pay-later (BNPL) lets them split payments while you are paid upfront by the provider.
Tabby and Tamara are the two GCC-native BNPL providers with Shopify integrations. Tamara's Shopify extension lists Saudi Arabia, the UAE, Kuwait and Bahrain, installs without code and is free to add. Tabby's Shopify app is free to install with a variable rate per successful order. Both suit fashion, beauty, electronics and home categories where basket values make instalments attractive.
COD works through Shopify's manual payment methods. These carry no third-party transaction fees, but orders arrive marked unpaid and must be marked paid when the courier remits cash. The commercial risk is refused deliveries, so put rules around COD:
- Confirm each COD order by phone or WhatsApp before handover to the courier.
- Cap the basket value eligible for COD and exclude made-to-order items.
- Offer a visible incentive for prepaid orders, such as faster dispatch or free shipping.
- Review refusal rates by city and courier every month and adjust rules accordingly.
What Are a Saudi Seller's VAT and ZATCA E-Invoicing Obligations?
Saudi VAT is charged at 15% and administered by the Zakat, Tax and Customs Authority (ZATCA). Registration is mandatory once annual taxable supplies exceed SAR 375,000, voluntary between SAR 187,500 and SAR 375,000, and not available below SAR 187,500.
VAT-registered businesses must also follow ZATCA's e-invoicing rules, known as FATOORA. E-invoicing in Saudi Arabia means issuing tax invoices and notes through a compliant electronic solution in a structured format. It applies to all resident taxpayers and covers both standard tax invoices (usually B2B) and simplified tax invoices (usually B2C).
- Phase 1 (Generation) took effect on 4 December 2021: invoices must be generated and stored by a compliant electronic solution.
- Phase 2 (Integration) began on 1 January 2023 and rolls out in waves. Solutions must integrate with ZATCA's systems. Standard tax invoices are cleared by ZATCA before they go to the buyer; simplified invoices are issued to the customer immediately and reported to ZATCA within 24 hours, with a QR code containing invoice data and signature.
- Wave 25 covers taxpayers whose VAT-able revenue exceeded SAR 187,500 in 2022, 2023, 2024 or 2025, with integration due by 1 February 2027. ZATCA gives at least six months' notice before a taxpayer's wave.
If you trade in both countries, our comparison of Saudi ZATCA and UAE Peppol e-invoicing explains how the two models differ technically.
Should You Sell to Saudi Arabia from a Saudi Entity or from Abroad?
It depends on volume and how local you want to look. A Saudi entity gives you mada-ready local acquiring, SAR settlement and a commercial registration shoppers can verify, but it also brings Saudi VAT registration and FATOORA integration once you are in scope.
Selling cross-border, for example from a UAE company using Shopify Payments, is quicker to start. ZATCA's e-invoicing rules apply to taxpayers other than non-residents, so the e-invoicing burden falls differently on a foreign seller, but customs, duties, VAT on imports and delivery times become the shopper's problem unless you show landed costs and ship duty-paid. Many brands test demand cross-border, then set up a Saudi entity and local stock once order volumes justify it. Take tax advice on your specific structure, because non-resident VAT obligations depend on what you sell and where the goods are held.
Whichever route you choose, decide it before you build checkout. The entity determines your gateway, your settlement currency, the legal details in your footer and which invoices your systems must produce.
What Does Saudi Consumer and E-Commerce Law Require of Online Stores?
Saudi Arabia's E-Commerce Law requires online sellers to register their store on the commercial register and hold the appropriate licence. When it took effect in 2020, coverage highlighted consumer rights including a seven-day return window for unused goods and the right to cancel if delivery exceeds 15 days.
The same law requires data protection measures, a privacy policy and clear terms, and violations can lead to fines of up to one million riyals or suspension of activity. For a Shopify store, that translates into practical build tasks: show your commercial registration and VAT details, publish Arabic policies for returns, delivery and privacy, and make sure delivery promises in your theme match what your courier can actually achieve. Take local legal advice on the current executive regulations before launch.
How Should a Shopify Checkout Handle Saudi Addresses?
Design checkout and shipping data around the Saudi National Address, the official address system run by Saudi Post (SPL). Couriers resolve deliveries far more reliably when these fields are captured correctly.
A full National Address has six parts: a four-digit building number, the street, a four-digit secondary number that pinpoints location, the district, a five-digit postal code and the city. Many residents also know their short address, which is four letters and four numbers.
- Customise address field labels for Saudi Arabia so shoppers see "District" and "Building number" rather than generic US-style lines.
- Add an optional field or note for the short address, and pass it to your courier.
- Make the mobile number required and validate the Saudi format, because couriers call before delivery.
- Offer Arabic and English address entry, and test that Arabic characters survive the hand-off to label printing.
How Do You Sell Across the Wider GCC from One Shopify Store?
Use Shopify Markets to create GCC markets with local currency and language, then add the payment method each country expects. Local debit schemes differ, and missing one can quietly cap conversion in that country.
| Country | Local payment method to support | Shopify Payments for local businesses | E-invoicing status (October 2026) |
|---|---|---|---|
| Saudi Arabia | mada, Apple Pay, Tabby, Tamara | Not listed | FATOORA live; Phase 2 waves continuing |
| UAE | Cards, Apple Pay, Tabby, Tamara | Available | B2B and B2G from 2027; B2C excluded |
| Kuwait | KNET | Not listed | Check with the tax authority before launch |
| Bahrain | Benefit, BenefitPay | Not listed | Check with the tax authority before launch |
| Oman | Oman Net | Not listed | Fawtara phasing in during 2027 |
| Qatar | Cards and wallets via a regional gateway | Not listed | Draft law approved; model not yet published |
Tap Payments' Shopify plugin illustrates the pattern: mada and Oman Net run in its native checkout, while KNET, Benefit and BenefitPay are offered through its hosted checkout page. Test both paths on mobile, because a redirect adds a step for the shopper.
Beyond payments, cross-border GCC orders bring customs declarations, duties and different VAT positions. Keep HS codes and country of origin on every product, show landed costs clearly, and choose couriers with GCC-wide coverage. What Localisation Do Saudi Shoppers Expect?
An Arabic-first experience, not a translated afterthought. That means a right-to-left layout, Arabic product names and size guides, prices in SAR, and customer service on WhatsApp in Arabic.
Plan for Saudi-specific merchandising as well: campaigns around Ramadan, Eid al-Fitr, Eid al-Adha, Saudi National Day and Founding Day, and imagery that suits local norms. Our guide to bilingual Arabic–English Shopify stores covers RTL themes, fonts, hreflang and Arabic SEO. Frequently Asked Questions
Can I use Shopify Payments for a Saudi Shopify store?
Not with a Saudi business as of October 2026. Shopify's supported-countries list includes the UAE but not Saudi Arabia. Saudi merchants therefore connect a regional payment provider that supports mada, Visa, Mastercard and Apple Pay. A UAE-registered company can use Shopify Payments to sell to Saudi customers, but it then has to consider Saudi VAT and e-invoicing obligations separately.
Do Saudi Shopify stores need e-invoices for consumer orders?
Yes, if the seller is VAT-registered in Saudi Arabia. ZATCA's FATOORA rules cover simplified tax invoices issued to consumers as well as standard tax invoices issued to businesses. In Phase 2, simplified invoices carry a QR code and are reported to ZATCA within 24 hours, so Shopify orders need to flow into a compliant e-invoicing solution.
What is the VAT registration threshold in Saudi Arabia?
ZATCA requires registration when annual taxable supplies exceed SAR 375,000. Businesses with supplies between SAR 187,500 and SAR 375,000 may register voluntarily, while those below SAR 187,500 are not eligible to register. The standard VAT rate is 15%, which is three times the UAE rate, so price ladders built for the UAE rarely transfer without adjustment.
Should I offer Tabby, Tamara or both in Saudi Arabia?
Many Saudi fashion, beauty and electronics stores offer both, because shoppers often hold an account with one provider and expect to see it. Both operate in Saudi Arabia and the UAE and integrate with Shopify. Compare merchant terms, settlement timing, category approval and how their on-site messages render in your theme before deciding whether one or two is right.
How do I collect a proper Saudi address at checkout?
Use address fields that match the Saudi National Address: building number, street, secondary number, district, city and five-digit postal code. Many shoppers know their short address, which is four letters and four numbers. Make the phone number required, add a map pin or landmark field, and pass the data cleanly to your courier's Shopify app.
Can one Shopify store serve all six GCC countries?
Yes. Shopify Markets lets one store create GCC markets with local currencies, languages and payment methods. The harder work is operational: different VAT positions, different local debit schemes such as KNET and Benefit, separate couriers and duties. Many brands start with one store and add separate legal entities or stores only when tax or fulfilment rules force it.
