Oman E-Invoicing Service Providers: How to Choose and Verify a Fawtara ASP

Every Fawtara invoice passes through an accredited provider. Here is how to pick one before the April and October 2027 deadlines.

Quick answer

Oman e-invoicing service providers are companies accredited by the Oman Tax Authority (OTA) to exchange Fawtara e-invoices over Peppol and report tax data. The official list is kept on the OTA Fawtara portal. Choose one by confirming it is listed, checking PINT OM support, ERP connectors, data hosting, Arabic and English support, and exit terms, ideally months before your 1 April 2027 or 1 October 2027 start date.

Key takeaways

  • Oman uses a Peppol five-corner model, so invoices flow through OTA-accredited providers.
  • The OTA publishes and updates the accredited list on its Fawtara service provider portal; independent snapshots listed 11 providers in July 2026.
  • Go-live: 1 April 2027 for annual supplies above OMR 5 million, 1 October 2027 for others, under Decision 189/2026.
  • Ask about PINT OM, B2C handling with QR codes, three-decimal OMR amounts and archive retention.
  • If you also trade in the UAE, check whether one provider can cover both countries.

Oman's Fawtara programme, run by the Oman Tax Authority (OTA), follows the same broad design as the UAE: structured e-invoices exchanged over Peppol through accredited service providers, with tax data reported to the authority. That makes choosing a provider the central decision for every VAT-registered business in Oman.

Where Is the Official List of Oman E-Invoicing Providers?

The OTA maintains the list of accredited and pre-approved providers on its Fawtara portal, which opened service provider registration in spring 2026. PwC reported in May 2026 that the first accredited list was expected that month. Third-party sites publish copies; ClearTax's July 2026 snapshot listed 11 providers. Treat any copy as a snapshot and confirm on the OTA portal.

What Does an Oman ASP Do?

  • Validates your invoices against the PINT OM specification.
  • Sends them to the buyer's provider over the Peppol network and receives invoices sent to you.
  • Reports tax data to the OTA's Fawtara platform (the fifth corner).
  • Provides status, error handling and, depending on the provider, archive and portal services.

For the full model, see our guide to Oman e-invoicing (Fawtara).

How Do OTA Accreditation Criteria Work?

The OTA published criteria for service providers covering financial standing, legal incorporation, technical capability, information security and Peppol access point readiness. Providers have to meet all of them before they can transmit invoices. For buyers, this means a listed provider has passed a baseline; it does not tell you whether it suits your systems.

How Should You Compare Providers?

QuestionWhy it matters in Oman
Is the exact legal entity on the OTA list?Only accredited providers can transmit Fawtara invoices
Is PINT OM fully supported, including credit notes and self-billing?Rejections start with incomplete specifications
How are B2C invoices and QR codes handled? The OTA has set a dedicated approach for B2C, unlike the UAE
How are three-decimal OMR amounts handled?PwC noted Peppol supported two decimals, with three-decimal support expected later
Which ERP connectors are tested?Integration drives most of the project effort
Where is data hosted and for how long?Oman VAT records must be kept for long periods
Is support available locally in Arabic and English?Go-live problems need fast answers
Can the same provider cover the UAE?Groups operating in both countries can simplify

When Do You Need a Provider?

Decision 189/2026, published on 9 August 2026, sets two dates: 1 April 2027 for taxable persons with annual supplies above OMR 5 million, and 1 October 2027 for those at or below. About 100 selected large taxpayers began a pilot in August 2026, and the OTA says it contacts rollout participants at least six months before onboarding. Allow time for integration and testing before your date. You can check your rollout group on the OTA website using your VATIN.

What Are the Steps to Appoint a Provider?

  1. Confirm your group using annual supplies and the OTA phase checker.
  2. List your invoice types, including B2C and credit notes.
  3. Shortlist three listed providers with connectors for your ERP.
  4. Run a test with real invoice samples in PINT OM.
  5. Negotiate pricing, service levels, archive and exit terms.
  6. Sign, onboard, test with key customers and suppliers, then go live.
